DEAR MESSENGER: I would give your boss a definite plan to shoot at. When you dream of becoming a big shot, the first thing you have to do is make sure you have your headshots done. Their plan is simple enough and none too glamorous: create a photo opportunity to help the individuals photographed cut through red tape. Think not so much the boring gray dullness of government (in making her photo ID) as a recipe for success, and she’s really a boss cook.
